The main difficulties that spread out from the Administration in the actuation of Equal Opportunities are essentially based on the lack of procedures and impact-evaluation-result�s methods on the program policies.
The programming policies are fundamental for the actions which are carried out for the future beneficiaries.
The main goal of the project is to build a whole training kit which will be immediately usable for multi-leveled targets in order to improve the training process for the programming policies, evaluation policies and impacts-results policies.
The �kit� is prepared for the transfer and it is made by lots of materials which constitute a training process that could be adapted by several contexts for several targets.
Our products are a sum of methodologies, processes and experiences that make a history and a growing process of the applicant body (the Province of Naples); this one, in the six years of POR funds, regional funds, adopted the goal of the mainstreaming as transversal methodology of own policies and its own actions; in the same time, the Province of Naples had also empowered itself thanks to this knowledge in the field of strategies of policies and provincial and local development.
The procedures and the methodologies of evaluation had grown step by step and they went to the direction of our actions of development.

Main objectives:
1. transfer of methodologies and programming on regional funds
2. transfer the methodologies of evaluation and impact-result
3. transfer the experiences/output
4. creation of a training kit for the training of staff that is involved in the programming of the structural funds in their evaluation, in their planning, or in the realization of activities/actions for women or in the field of equal opportunities.

The partnership is composed by private and public bodies which � at several levels � gravitate around the field of programming, management, evaluation and realization of actions/projects for equal opportunities.
The leader is the owner of the experience, and also the actuator of the 3.14 measure, which is the measure of the Equal Opportunities at regional level with only-women final beneficiaries.
The experimentation comprises three European Partners: Bulgaria, Romania and France.
A focus on Bulgaria and Romania. Those nations are particularly interested about our transfer because they enter for the first time in EU and in the management of communitarian funds.
So our transfer could be considered very important for them, because it is inserted within a period of programming beginning and so it has a big redemption in our sector (with a particular reference to the referring targets of our action). France participates with a partner which is involved in the actions of women�s occupability and it carries out programming in particular sector of our intervention.
The Italian partnership is made by subjects that � in different ways � belong to the programming and project planning world.
The MT impact will be in the transfer of a training kit and in the programming methodology on communitarian (or more generally public) funds, with an immediate effect on the Equal Opportunities.
